Jeepform
Jeepform is an evolved version of a table-top/live-action role playing game system where it combines various elements from improv and overall storytelling techniques to create narrative-based games focused on characters instead of actions.
Greg Costikyan presents a great example of a Jeepform game that shows how this system is powerful and how it can tackle some of the gaps/tough problems currently argued by game designers.
